Can someone explain what’s happened here? I support this proposal, but the process seems to once again gone awry.

And failed by a gnat’s whisker to reach quorum. This is of course very sad when it has 99% support, but this is the consequence of setting of any threshold.
But then it was recreated here: https://snapshot.box/#/s:gnosis.eth/proposal/0x04d3c72a2ef3a8634730849b0181e860d9a81fe344f29f517fc5230a7f2f44a7
Which raises several questions:
- Why was this reposted when it failed? What is the point of Phases 1 and 2 if GIPs can just be posted to Snapshot?
- Why has this second vote passed when according to Gnosis rules it failed? (Quorum is 75k “Yes” votes)
- Should Gnosis DAO have such an idiosyncratic definition of quorum (which usually doesn’t specify type of vote, only number)?
- And, I think most importantly: Why have none of these status changes been communicated on the forum?
