GIP-148 Treasury Mandate: Thank You

Thank You to the Gnosis Community

We are honoured to have been selected by the GnosisDAO community as the new treasury manager under GIP-148. This outcome reflects hundreds of hours of preparation, and a genuine commitment to growing the value of the Gnosis treasury in a transparent, risk-managed way.

We want to sincerely thank every GNO holder who participated in the vote. With 75 voters casting ranked-choice ballots representing over 157,000 GNO in voting power, this was one of the more active governance proposals in recent times. The mandate to manage the DAO’s treasury is not something we take lightly, and we are committed to delivering measurable results for the community.


What’s Next

We are already executing. We have extended offers to bring additional talent onto the NOCA team and are scaling up operations to match the scope of this mandate.

NOCA will waive all performance fees for Q1 2026. Q1 is about building the foundation - consolidating SAFEs, simplifying legacy positions, deploying idle capital, and standing up infrastructure. We don’t think it’s right to charge performance fees for a setup quarter. We’ll earn when we perform.

Q1 2026 - Foundation

We are consolidating the existing SAFE infrastructure to reduce operational complexity while maintaining robust operational security, simplifying legacy treasury positions to create a clean baseline, and deploying idle capital into low-risk yield products. In parallel, we are conducting a thorough review of Gnosis Chain liquidity and building a real-time, public-facing treasury dashboard so the community can track positions, performance, and risk metrics at all times.


The Vote

The GIP-148 vote saw 75 ranked-choice ballots cast, representing over 157,000 GNO. NOCA received 49.7% of first-choice voting power and 96.9% top-3 support.

Building from Deep GNOwledge

Experience in the Gnosis ecosystem is a strength that we are proud of.

NOCA’s foundation is built on years of contribution to the Gnosis ecosystem. Our deep domain knowledge allows us to hit the ground running, bypassing the typical learning curve associated with complex DAO operations.

Our founder, @dave, has been involved in the Gnosis community since 2021. He led the treasury team at DXdao, a DAO incubated by Gnosis and DAOstack. He then worked on Gnosis-related projects during his time at KPK until his resignation in 2024.

When the Gnosis ecosystem required emergency treasury and liquidity cover following the KPK termination, Dave was engaged by Gnosis Ltd to step in. He completed the full transition from KPK to Gnosis Ltd in just two weeks, then continued managing treasury and Gnosis Chain liquidity operations for over two months.

This history of “ecosystem-first” commitment is why Gnosis DAO voters entrusted NOCA with this mandate.

Given the prevailing market climate and Gnosis’s ongoing commitment to the GNO buyback program, I would like to propose a strategic review of Gnosis historical venture investments.

While several portfolio projects have experienced significant valuation drawdowns due to market volatility, their fundamental relevance to the Gnosis ecosystem remains intact. I believe there is a compelling case for strategic reinvestment (averaging down) in specific high-potential projects, notably:

  • Infrastructure & Trading: CoW Swap and Safe.
  • Specialized Middleware: Shutter and Kleros.

For projects like Shutter and Kleros, the current entry price presents a unique opportunity. A relatively modest capital allocation at today’s valuations could significantly:

  1. Lower our average cost basis for these positions.
  2. De-risk our long-term exposure by increasing our stake when the “cost of conviction” is at its lowest.

By doubling down on these core pillars now, we ensure that Gnosis remains deeply integrated and economically aligned.
