Hawala meets Circles

Hawala is still a tool used in the poorest of countries. It offers a reliable and efficient method to move money. The issue is just the transparency to fight money laundering, terrorism financing etc. this certainly is not the issue with Circles, since the transactions are transparent on chain. Even though no KYC, but that’s not necessarily an issue, if you limit the sums, do proper enforcement of cutting connections etc. Quite a lot of NGOs still have to engage with Hawala. I wonder if you can work on being part of it in order to get a little more transparency into it, plus might be a way eventually for the NGOs to collect more donations without fees, or lower fees in general idk just a thought coming from the fact Circles kind of works like Hawala.
